If a result says released, note who supplied it. DCSO's release record should answer the date, authority, and destination for a Dewey booking if those fields are maintained and public. An ODOC record answers the state episode. Never turn a transfer event into a claim of freedom from all custody.

Event time and check time serve different roles. The event time is what the source reports for the custody change. The check time documents when the reader saw it. Keeping both makes later lag or correction easier to explain. If a court order appears first in OSCN, remember that jail processing or another hold may postpone the actual event.

Registration details are confidential according to the state overview. That protection does not remove the need to secure the confirmation and PIN. If a phone number or email address changes, update the registration through the service. A notice sent to an old destination may still count as an attempted delivery even though it was not received.

Note: Record the registration date, source agency, chosen events, and confirmation so a later problem can be traced accurately.


Dewey Custody and Parole Notices

Oklahoma has separate notification layers. VINE handles source-fed custody changes, including release, transfer, escape, apprehension, and death. The Pardon and Parole Board's VINE information says VINE does not furnish parole notification. Advance board-hearing and parole notice requires the separate written PPB victim-notification program.

ODOC Victim Services provides another authorized layer for ODOC custody information and its own notification procedures. Its phone is (405) 425-2607 and its published email is victim.services@doc.ok.gov. A person may need VINE for custody events, PPB registration for parole proceedings, and ODOC Victim Services for state-custody help. One registration does not promise all three.

This distinction is vital when a parole docket appears. A hearing or favorable vote does not mean the prison gate opened. ODOC must complete release processing, and warrants, detainers, a home offer, stipulations, another sentence, or required executive action may remain.


Oklahoma VINE's Transfer Gap

The PPB documents a specific blind spot. When an ODOC inmate transfers to an Oklahoma Department of Mental Health facility, VINE may become inactive until the person returns to ODOC custody. Silence or disappearance during that interval is not evidence of release. It is a system-status gap tied to custody movement.

Check the ODOC record and contact the authorized state office when the source changes unexpectedly. This matters in Dewey County because the correct release path may already move from DCSO to an ODOC facility outside the county. A second transfer can change which agency holds the authoritative record again.

The same caution applies to any transfer label. Movement to treatment, another jail, state prison, ICE, or federal authority is not release to the community. Ask the first agency for the destination and use the receiving system for current status. VINELink may bridge some Oklahoma movements, but it does not bridge every custody network.


Confirm Dewey VINELink Release Events

VINELink is source-fed. Delayed booking or release entry, a misspelled name, alias mismatch, transfer, or a source outside the system can produce a gap. Its custody coverage does not replace the BOP inmate locator for a federal prison sentence, ICE's locator for covered immigration detention, or court and USMS channels for federal pretrial custody.

Limits: No match, an inactive record, or a delayed alert does not prove release. Confirm with the agency that owns the custody episode.

For Dewey County Jail, call DCSO and request the booking and release record when exact time, authority, or destination matters. For ODOC, read the live state record and use authorized records or victim-services channels. A VINE “release” should be confirmed because the formal record may show community release, transfer, or another disposition.

For a written DCSO request, identify the person and booking period, then ask for the existing booking number, release date and time, release type or authority, and receiving agency or destination if maintained and public. No online Dewey form, fee schedule, or response promise was verified. Call first and request an estimate before copies.

For an urgent safety concern, use appropriate emergency channels and direct agency contact. Notification technology is useful, but it cannot guarantee timing, coverage, or delivery.
